WASHINGTON (Reuters) - The Pentagon said on Wednesday it may tap emergency funding for Iraq and Afghanistan earlier than requested as a congressional report found that the Bush administration underestimated war costs by $12.3 billion.

Yes, I'm sure it's the same folks who underestimated the cost of the prescription drug bill, too. Perhaps the Bushies gave them faulty calculators to use.

There should be penalties for this. But as with all the other "white collar crime", I'm sure they wouldn't be severe enough to stop the theft.
